Recently, the Science and Technology Department of the National Radio and Television Administration issued the "Implementation Guide for IPv6 Transformation of Broadcasting and Television Media Websites (2018)"—referred to as the "Implementation Guide"—to provincial radio and television bureaus, all units directly affiliated with the Administration, and the General Office of China Media Group. This guide is designed to help relevant organizations smoothly advance their IPv6-related transformation efforts.
The Implementation Guide outlines the overall objectives for IPv6 upgrades of radio and television media websites:
1. By the end of 2018, an IPv6 top-level plan will be formulated to strengthen the IPv6 service capabilities of key broadcasting and television media websites and applications, while accelerating the nationwide transformation of broadcasting and television media websites. Central and provincial-level or higher broadcasting and television media website systems will complete their upgrades, fully supporting IPv6 access. Additionally, newly built media website systems, as well as all new services and applications, will fully embrace IPv6 support.
2. By the end of 2020, fully advance the IPv6 upgrade of radio and television media websites. All prefecture-level and above radio and television media website systems will complete the transformation, ensuring support for IPv6 access.
3. By the end of 2025, all systems and applications related to radio and television media websites will fully support IPv6 access.
The Implementation Guide outlines four IPv6 transformation plans for media websites:
1. Dual-stack transformation of the media website for local deployment;
2. Media website renovation using IVI technology;
3. Media website transformation using SPACE6 technology;
4. Dual-stack transformation of media websites using a cloud hosting approach.
The Implementation Guide applies to the renovation of existing radio and television media websites. Government websites of radio and television administrative departments at all levels, as well as institutional websites of various organizations, may refer to this guide when implementing IPv6 upgrades.
Relevant background
IPv4 addresses are rapidly running out, a challenge that is particularly acute for China as our country continues to experience rapid internet growth. Compared to IPv4, IPv6’s 128-bit address length offers an almost limitless supply of unique addresses, easily meeting the IP address demands of internet applications for decades to come. Moreover, IPv6 features a fixed header structure—unlike IPv4, which carries cumbersome, redundant data—resulting in shorter headers that significantly enhance the efficiency of network data forwarding. This leads to faster and more streamlined network performance. Additionally, IPv6’s "vast address space" provides a technical solution to challenges like mandatory network real-name registration and user identity tracing, enabling precise network management. Given these compelling advantages, the global adoption of IPv6 is steadily expanding. However, China still lags behind in IPv6 implementation, making it imperative for us to accelerate progress in this critical area.
On November 26, 2017, the General Office of the CPC Central Committee and the General Office of the State Council jointly issued the "Action Plan for Promoting the Large-Scale Deployment of Internet Protocol version 6 (IPv6)," commonly referred to as the "Action Plan." The document calls on all regions and departments to carefully implement its guidelines in light of their specific circumstances. The plan aims to accelerate the large-scale deployment of the next-generation internet infrastructure based on IPv6, fostering the evolution, upgrading, and healthy, innovative development of the internet ecosystem.
The Action Plan clearly outlines the key priorities for 2017–2018: "IPv6 upgrades for provincial-level and above news, broadcasting, and radio-television media websites. This includes completing the IPv6 transformation of central and provincial-level news and publicity media portal websites, as well as ensuring that newly developed network information systems for news and broadcasting media fully support IPv6."
General Administration Initiative
To guide broadcasting and television media websites at all levels in smoothly advancing their IPv6 transformation efforts, the Science and Technology Department of the Administration organized the Broadcasting Science Research Institute to develop the "Implementation Guide for IPv6 Transformation of Broadcasting and Television Media Websites (2018)." Under the guidance of the Administration's Science and Technology Department, the Broadcasting Science Research Institute conducted a comprehensive analysis of the current network conditions and business development trends of broadcasting and television media websites. Drawing on commonly used IPv6 transformation strategies, the institute proposed several practical IPv6 upgrade implementation plans and compiled the "Implementation Guide."
