From January 6 to 8, the 2019 National Radio and Television Work Conference was held in Beijing. The meeting was guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implemented the spirit of the 19th National Congress of the Communist Party of China and the second and third plenary sessions of the 19th Central Committee, deeply studied and implemented General Secretary Xi Jinping's important thoughts on propaganda and ideological work and the spirit of the National Propaganda and Ideological Work Conference, implemented the spirit of the National Propaganda Ministers' Meeting, summarized work, analyzed the situation, and arranged the tasks for radio and television work this year. Nie Chenxi, Deputy Minister of the Central Propaganda Department, Secretary of the Party Leadership Group and Director of the National Radio and Television Administration, delivered the work report on behalf of the Party Leadership Group of the Administration. Gao Jianmin, member of the Party Leadership Group and Deputy Director of the Administration, made a concluding speech. Fan Weiping and Zhang Hongseng, members of the Party Leadership Group and Deputy Directors of the Administration, attended the meeting.
On the evening of January 6, some delegates attended the National Propaganda Ministers' Meeting as observers and listened to the important speech by Comrade Wang Huning, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Secretary of the Central Secretariat. During the meeting, delegates also held discussions around the important speeches of Comrade Wang Huning and Comrade Huang Kunming, member of the Political Bureau of the CPC Central Committee and Minister of the Central Propaganda Department.
Nie Chenxi pointed out that the important speech by the central leadership comrades at the National Propaganda Ministers' Meeting deeply summarized and refined General Secretary Xi Jinping's important thoughts on propaganda and ideological work, fully affirmed the work of the past year, scientifically analyzed the current international and domestic situation, made comprehensive arrangements for this year's work, and put forward clear requirements for strengthening the Party's overall leadership over propaganda and ideological work, providing important guidance for doing a good job in radio and television work. We must study and understand it carefully and implement it thoroughly.
Nie Chenxi pointed out that in the past year, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the radio and television front has deeply studied, publicized, and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th National Congress of the Party, firmly established the "Four Consciousnesses," strengthened the "Four Self-confidences," resolutely achieved the "Two Upholds," adhered to seeking progress while maintaining stability, upheld integrity and innovation, worked solidly and made progress, achieved new results in various aspects, smoothly promoted institutional reform, and effectively served the overall work of the Party and the country.
Nie Chenxi emphasized that after 40 years of construction and development since reform and opening up, especially after institutional reform, radio and television stand at a new historical starting point, facing unprecedented challenges as well as rare opportunities. We must always maintain a clear mind and strategic determination, adhere to General Secretary Xi Jinping's important thoughts on propaganda and ideological work as the basic guideline, firmly grasp the new orientation and main theme of "upholding integrity and innovation," closely focus on the mission tasks of holding the banner, uniting the people, cultivating new talents, promoting culture, and showcasing the image, highlight key points, tackle tough problems, unite efforts, play a unique role in serving the overall situation, make greater contributions, and achieve better development. We must emphasize the fundamental political principle of taking political construction as the leadership, have a clear attitude and resolute actions in establishing the "Four Consciousnesses," strengthening the "Four Self-confidences," and resolutely achieving the "Two Upholds." We must strengthen the people-centered basic work orientation, continuously enhance the people's sense of gain, happiness, and security; vigorously promote the spirit of reform and opening up, and advance work with reform and opening up thinking and methods; focus on implementing the new development concept and achieving high-quality development as the task of the new era, shifting the work focus from whether something exists or is lacking to whether it is good or excellent; and layer by layer tighten and implement the responsibility system for ideological work, being both responsible and effective, truly fulfilling the responsibilities of guarding the territory.
Nie Chenxi pointed out that this year marks the 70th anniversary of the founding of New China and is a critical year for winning the comprehensive building of a moderately prosperous society. To do a good job this year, we must highlight "one main line" and focus on five key tasks. The main line is to closely revolve around celebrating the 70th anniversary of the founding of New China and strive to create a strong atmosphere of praising New China and forging ahead in the new era. The five key tasks are to use the implementation of the "Five Projects" as a starting point to drive the overall work to a higher level, promote the continuous strengthening of radio and television work, and better serve the overall cause of the Party and the country.
First, adhere to guidance as the soul, use the implementation of the "Public Opinion Guidance Capacity Improvement" project as a starting point to strengthen news publicity, firmly grasp the central link of unifying thought and gathering strength, carefully, sincerely, practically, and precisely carry out publicity and reporting on General Secretary Xi Jinping and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, strive to create a strong theme and main line publicity, deeply promote innovation in publicity, and guide the whole Party and society to strengthen the "Four Consciousnesses," firm the "Four Self-confidences," and achieve the "Two Upholds."
Second, adhere to content as king, use the implementation of the "New Era Boutique" project as a starting point to strengthen content creation, focus on creating landmark works of new era TV dramas, animations, and documentaries, deeply promote innovation and excellence in radio and television programs, upgrade the quality of online audio-visual content, accelerate the leap from "plateau" to "peak," and better shape the soul with advanced culture and inspire morale with excellent works.
Third, adhere to innovation as essential, use the implementation of the "Smart Radio and Television" construction project as a starting point to strengthen the industry and enterprise, unswervingly deepen supply-side structural reform, optimize and strengthen mainstream radio and television media, networks, public services, and industry ecology, accelerate industry optimization and upgrading, and achieve high-quality development.
Fourth, adhere to taking the lead, use the implementation of the "Audio-Visual China" broadcasting project as a starting point to strengthen international communication, actively serve high-level visits and diplomatic activities, optimize the outbound project matrix, form a joint force for going global, strive to make Chinese TV dramas, animations, and documentaries well-known in the international market, vividly reflect General Secretary Xi Jinping's thoughts and demeanor, embody contemporary Chinese values and the essence and charm of excellent traditional Chinese culture, tell China's story well, and spread China's voice effectively.
Fifth, adhere to safety as the foundation, use the implementation of the "Management Optimization" project as a starting point to strengthen position management, ensure the industry's safe, orderly, and sustainable healthy development. Responsibilities must be strengthened, adhering to the principles of main responsibility, host responsibility, local management, and hierarchical responsibility. Management departments, broadcasting institutions, production and operation institutions, network institutions, and other entities must all bear corresponding political, management, and main responsibilities. Management priorities must be highlighted, adhering to unified guidance, standards, and measures online and offline, continuously rectifying prominent problems such as pan-entertainment, star-chasing and star-hype, exorbitant actor fees, rating and click rate obsession, and illegal advertising broadcasts. We must break free from the constraints of traditional concepts and models, comprehensively use administrative, economic, legal, technological, and other means to improve the modernization level of the governance system and governance capabilities.
Nie Chenxi emphasized that radio and television work, as political work, and radio and television departments, as political organs, must take a clear political stance as the foremost standard and requirement, comprehensively strengthen the Party's leadership and Party building, and provide a strong guarantee for achieving new accomplishments in the new era. We must take the Party's political construction as the leadership, deepen comprehensive and strict Party governance; focus on enhancing the "Four Capabilities," strengthen the cadre and talent team building; focus on seeking truth and pragmatism and focusing on implementation, strengthen style construction, and build a politically strong, highly skilled, pragmatic, innovative, and battle-capable work team.
Recently retired senior leaders from the Party Leadership Group of the Administration, leaders from the Third Bureau of Cadres of the Organization Department, the Discipline Inspection and Supervision Group of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed in the Central Propaganda Department, the Cultural Department of the Ministry of Finance, the Radio and Television Communications Audit Bureau of the Audit Office, main responsible comrades from the Administration's departments and directly affiliated units, responsible comrades from the Central Radio and Television Station, China Education Television, and the Film Channel Program Center, directors and station chiefs of radio and television bureaus and stations from provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, and the Xinjiang Production and Construction Corps, as well as responsible comrades from some key industry colleges attended the meeting; some key video website leaders attended as observers, and cadres from the Administration and members of the leadership teams of directly affiliated units attended as observers.
