Anhui Telecom IPTV Tripartite Cooperation Agreement Officially Signed

On the afternoon of December 11, 2018, iLoveTV Media (Beijing) Co., Ltd., Anhui Radio and Television Dolphin New Media Industry Development Co., Ltd., and the Anhui Branch of China Telecom Corporation officially signed an IPTV tripartite cooperation agreement in Hefei.
Under the agreement, the three parties will engage in comprehensive and deep-level collaboration in the IPTV business sector. This marks a significant milestone in Anhui Province’s efforts toward integrated network development, signaling that Anhui’s IPTV telecommunications services have entered a new phase of cooperative operations. Chen Ye, Party Secretary and Director of the Provincial Radio and Television Bureau; Wang Houliang, Deputy Director of the Provincial Department of Economy and Information Technology; and Yang Anyu, Member of the Party Leadership Group and Deputy Director of the Provincial Telecommunications Administration, attended the signing ceremony and delivered speeches. Pan Hongmei, Chairwoman of iLove TV Media Co., Ltd.; Zhuang Baobin, Director of Anhui Radio and Television Station; and Tang Ke, General Manager of China Telecom Anhui Branch, were also present to witness the agreement.

The "Three Network Convergence" initiative is a major strategic decision made by the Party Central Committee and the State Council, aimed at steering China's overall economic and social development. IPTV is a key business within this convergence effort, directly impacting national political and cultural security. As a new form of broadcasting and television service, IPTV has experienced rapid growth in recent years, emerging as a vital channel for television distribution. Since the beginning of this year, with coordinated efforts from relevant industry regulators, CCTV’s IPTV central platform operator, iShang Company, along with Anhui Radio and Television’s Dolphin New Media Industry Development Co., Ltd., and Anhui Telecom—demonstrating strong political awareness and a keen sense of the bigger picture—have engaged in multiple rounds of intensive consultations and communications regarding the standardized integration of their IPTV systems. These discussions have resulted in a clear roadmap for seamless connectivity and a well-defined timeline for implementation. Additionally, extensive preliminary work has been completed, including rigorous technical testing, seamless signal-source transitions, and thorough negotiations on commercial terms, ultimately leading to a high level of consensus among all parties involved.
The formal signing of this trilateral agreement represents a significant achievement as Anhui Province diligently implements the State Council’s directives to accelerate the integration of the three networks, while also complying with the National Radio and Television Administration’s policy guidelines aimed at regulating and promoting the development of IPTV services. This milestone is poised to become a new opportunity for the healthy and rapid growth of IPTV business in Anhui Province.
In the future, the three parties will strengthen IPTV content security management through collaboration, establishing a robust new platform for public opinion and communication. This initiative will serve as a vital support system for the nation’s efforts in advancing information technology and building its public service infrastructure. Leveraging their respective strengths, they will firmly implement a people-centered development philosophy. As groundbreaking technologies like 5G, 4K, and artificial intelligence continue to emerge, the partners will ramp up investments in business growth, diversifying both broadcast formats and content offerings. They will also enhance management and service quality, jointly creating an integrated, internet-based, interactive, full-media platform that encompasses content, distribution channels, platforms, and services—ultimately delivering more diverse, high-quality, locally tailored audiovisual products and services to users across Anhui Province.
