China Broadcasting Network Holds 2019 Annual Work Conference
Zhao Jingchun noted that under the firm leadership of the CPC Central Committee’s Party Leadership Group of the National Radio and Television Administration, China Radio and Television actively implemented the "Smart Radio and Television" strategy in 2018. Focusing on accelerating the transformation and upgrading of the broadcasting and television network infrastructure, the organization proactively advanced key initiatives, achieving remarkable results. First, it remained steadfast in prioritizing the study and application of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, as well as the spirit of the 19th National Congress of the Communist Party of China, strengthening theoretical education and significantly enhancing Party building efforts and cadre development. Second, the integration and development of the "National One-Network" initiative reached new heights, receiving high attention from central leaders. Cable TV network operators across various provinces have now reached a basic consensus, marking substantial progress in the consolidation process. Third, recognizing the opportunities presented by the mobile network sector, the organization has been actively pursuing license applications while carefully planning the technological roadmap, network deployment strategies, and differentiated operational approaches for mobile networks. Fourth, the construction of a nationwide interconnected platform for cable TV networks is steadily advancing. Simultaneously, significant efforts are underway to build the China Radio and Television Cloud, upgrade traditional broadcast and television networks, and establish broadband data networks tailored for radio and television services. The ambitious "Five Horizontal and Five Vertical" network construction plan has also been launched, accelerating the rollout of IPv6 network upgrades. Fifth, historic interconnection agreements have been signed with China's three major telecom operators, establishing backbone network interconnectivity protocols. Sixth, the organization has placed a strong emphasis on elevating the quality of network content, launching the "China Radio and Television Convergence Media Cloud" platform, initiating the "Toutiao" project, and setting up a dedicated "19th National Congress Column." These efforts have effectively supported unified communication strategies across the national cable TV network system, yielding positive outcomes in ideological work.Finally, aligned with the strategic vision of "cable + wireless + satellite + international outreach + content" for synergistic development, the organization has preliminarily established a group-level operational management framework characterized by headquarters-led oversight and subsidiary-driven operations. This integrated model seamlessly combines wired and wireless services, content platforms, channel distribution, and terminal devices. To date, the 13 controlled or partially-owned enterprises invested in and set up by the organization have demonstrated generally healthy business performance.

To capitalize on the historic opportunities presented by the nationwide integration and development of cable TV networks and the construction of the broadcasting and television 5G network, we must steadfastly leverage "Smart Broadcasting" as our core strategy. This will enable us to comprehensively enhance the network’s business capabilities, service offerings, transmission capacity, and competitive edge—ultimately driving the company and the entire cable TV industry toward greater strength and scale. First, we must prioritize the Party’s political leadership and uphold strict Party governance across the board. This includes deepening the study and application of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, placing political integrity at the forefront of our efforts. We’ll also strengthen organizational building within the company, focusing on enhancing the "four capabilities" to bolster our cadre team. Additionally, we’ll reinforce work related to mass organizations, spiritual civilization, and other critical areas, while rigorously enforcing discipline, accountability, and oversight to maintain a clean and positive organizational culture. Second, guided by the "Smart Broadcasting" strategy, we’ll accelerate the integrated development of the "National One Network." This year, we aim to complete the establishment of the National One Network Joint-Stock Company. We’ll actively participate in preparing for two key events: the first meeting of the National Cable TV Network Integration and Development Leading Group, and the National Cable TV Network Integration and Development Work Conference. Simultaneously, we’ll expedite the construction of the national cable TV network interconnection platform, upgrade and modernize existing networks, and strategically position central operation and dispatch centers for the interconnection platform, along with establishing a dedicated "Smart Broadcasting" industry base. These steps will lay a solid foundation for the post-integration transformation and growth of the cable TV network system. Third, driven by the goal of improving user experience, we’ll establish a robust business framework and innovative business model for the "National One Network." While ensuring proper ideological guidance, secure broadcasting, and the dual benefits of content and public welfare, we’ll launch comprehensive business operations underpinned by a clear focus on users, brands, markets, and profitability. This includes exploring scalable operational strategies to reduce costs, delivering smart, engaging experiences to retain subscribers, introducing exclusive membership-based products, and developing new revenue streams through innovative services. We’ll also pursue platform-based business models that drive growth by expanding user engagement and optimizing operational efficiency. Finally, seizing the momentum of building the broadcasting and television 5G network, we’ll accelerate the mobile transformation of our broadcasting infrastructure. By embracing the emerging trend of network mobility, we’ll foster coordinated development across wired, wireless, and satellite technologies, creating a seamless four-in-one ecosystem. We’ll also expedite efforts to onboard strategic partners, set up pilot test networks, and complete spectrum clearance processes. Throughout this journey, we’ll proactively explore network-building and operating models uniquely tailored to China’s broadcasting sector, ensuring both innovation and operational excellence. Lastly, strengthening internal management will be our cornerstone for elevating overall corporate governance and operational efficiency. We’ll continue refining our modern enterprise systems, guided by the Party’s leadership, further improving corporate governance structures, and establishing robust management frameworks. At the same time, we’ll reinforce anti-corruption efforts, enhance risk management practices, and fortify our talent pipeline. By fostering a culture of integrity, accountability, and high performance, we’ll ensure that every employee remains focused, disciplined, and committed to delivering results—while maintaining the highest standards of professionalism and ethical conduct.
